Budget 2013 – Energy Highlights

This guide aims to give readers a useful summary of some of the changes in the Irish Budget 2013 which will affect their energy costs and some other energy related areas.

Summary

This year’s budget had few significant changes for energy costs in Ireland.  The “new reliables” of Carbon Tax combined with a range of increases to the “old reliables”, including motoring charges, were the most significant changes and there were few silver linings announced.  


Carbon Tax


Carbon Tax on fossil fuels will remain at the equivalent of €20 per tonne.  The carbon tax will be extended to solid fuels on a phased basis over the next two years commencing after this winter period. A rate of €10 per tonne will apply with effect from 1st May 2013, and this rate will increase to €20 per tonne on the 1st May 2014. The extension of carbon tax to solid fuels brings their tax treatment into line with the treatment of other fuels and should act as an incentive for the use of low carbon fuels. 

This change will result in the following approximate increases from 1st May 2013.

Motor Tax

The Motor Tax rates for all categories of vehicles will increase from 1st January 2013.  For private vehicles where the tax is based on CO2 emissions, there will be an increase in the annual charge from between €10 - €92 per year except for electric vehicles (EVs) which will see a €40 reduction.

For vehicles on the older system of motor tax the increases will be around 7.5% except for EVs.

Haulier Fuel Rebate Scheme

There will be a fuel rebate scheme for hauliers.  The relief from excise duty on auto-diesel for licensed road hauliers will be introduced from 1st July 2013. Under State Aid rules Ireland must inform the EU Commission.  Its is estimated this will benefit the industry by €70 million over a full year.
